About the Job

The European Chemicals Agency (ECHA) located in Helsinki, Finland manages the registration, evaluation, authorisation and restriction processes for chemical substances to ensure consistency across the European Union.​ The staff of ECHA is expected to grow from 200 to over 400 people from all over the European Union by the end of 2010.​

1.​ THE JOB

Reporting to the Director of Registration and IT Tools, the Head of Unit Head of Unit – Registration and Dossier Submission will be responsible for managing the human, financial and technical resources of the Unit and defining and achieving its objectives within the framework of the overall strategic planning of the Agency.​ In particular, (s)he will:

* Ensure the timely processing of dossiers with a high level of quality, in accordance with the performance indicators set for the activities within his/​her area of responsibility;

* Provide the Executive Director and senior management of the Agency with timely and appropriate advice and information on issues within his/​her area of responsibility;

* Coordinate the planning and budgeting of the Unit, ensure timely implementation of the work plan of the unit and monitor budget execution;

* Coordinate the human resources of the Unit, determining staffing requirements, participating in selection of personnel, setting their objectives and evaluating their performance;

* Motivate and support staff of the Unit to attain their objectives and realise their potential and ensure they receive the necessary development and training;

* Ensure an adequate framework of procedures, working instructions and guidelines in accordance with the quality system of the Agency;

* Ensure the effective and timely provisions of user requirements and specifications of the IT systems supporting the registration activities, including the ability to adapt these specifications according to new technical and legal developments;

* Coordinate the development of technical manuals designed to ensure that the stakeholders are able to sufficiently understand and meet their obligations;

* Work closely together with the other head of Units to ensure efficient and seamless interdepartmental cooperation at all levels;

* Handle external request for information relevant to the work of the Unit, including requests from the European institutions, international bodies, member states, industry and the general public;

* Maintain dialogue with industry to ensure a successful technical implementation of the legislation allowing them to meet its obligations;

* Perform any other related activities.​

2.​ FORMAL REQUIREMENTS

You must fulfil the requirements set out below.​

2.​1.​ General conditions

* Be a national of a Member State of the European Union or a national of the European Economic Area (Norway, Iceland, Liechtenstein),

* Enjoy your full rights as a citizen,

* Have fulfilled any obligations imposed by the laws concerning military service,

* Produce the appropriate character references as to your suitability for the performance of your duties,

* Be physically fit to perform your duties,

* Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language to the extent necessary to perform your duties.​

2.​2.​ Qualifications

a) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more;

Or

b) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years.​

2.​3.​ Experience

To qualify for this profile, you must have total professional experience of at least twelve (12) years (if you have a four-year degree) or thirteen (13) years (if you have a three-year degree) after achieving the qualification set out in a) or b) above, of which at least four (4) years must be in a field or fields relevant to implementation of European Chemicals legislation, and at least one (1) year in a management role (Head of Unit, Head of Sector, Team Leader or equivalent).​
