Finland Junior Legal Advisor job opening at ECHA.

The European Chemicals Agency (ECHA) is organising the current call for expressions of interest, based on qualifications and interview, to constitute a reserve list for the post of Junior Legal Advisor AD 5.​

Junior Legal Advisors will work mainly either in the Agency’s Legal Team on issues relating to chemicals legislation and on legal and administrative matters, as well as appeal or court proceedings, or in the Registry of the Board of Appeal on activities relating to appeal proceedings against certain decisions of the Agency.​

The Finland Junior Legal Advisor will participate in several work areas of the Agency.​ The main areas are:

* Legal advice on the Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and on other related legislation, as well as on applicable procedures;

* Legal advice on administrative issues arising in the context of a European regulatory agency;

* Checking the legal correctness of the decisions of the Agency;

* Drafting defence and other written pleadings in appeal and court procedures;

* Defending the Agency position in the Board of Appeal or at the Community Courts;

* Organising the defence of the Agency in other court proceedings (e.​g.​ relating to contracts);

* Drafting decisions of the Board of Appeal;

* Performing admissibility checks of appeals;

* Summarising appeals and decisions;

* Drafting and verifying operational procedures and legal templates;

* Drafting and/​or checking implementing rules and guidelines;

* Checking documents intended to be communicated and distributed outside the Agency and which may possibly be binding for the Agency with regard to their legal correctness;

* Contributing to the development of legal databases;

* Legal research, analysis and follow-up of case-law, in particular at Community level;

* Training of staff on legal issues;

* Other related activities.​

2.​ FORMAL REQUIREMENTS

You must fulfill the requirements set out below.​

2.​1.​ General conditions

* Be a national of a Member State of the European Union or a national of the European Economic Area (Norway, Iceland, Liechtenstein), [1]

* Enjoy your full rights as a citizen,

* Have fulfilled any obligations imposed by the laws concerning military service,

* Produce the appropriate character references as to your suitability for the performance of your duties,

* Be physically fit to perform your duties,

* Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another official language of the European Union to the extent necessary to perform your duties.​

2.​2.​ Qualifications

* Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more;

Or

* Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years, and at least one (1) year of relevant professional experience.​

Your university degree mentioned above must be in law, or you must also have a professional qualification entitling you to practice as a lawyer.​

2.​3.​ Experience

There is no minimum professional experience requirement for this profile, beyond the requirements of the second paragraph of 2.​2 above.​

3.​ SELECTION

If you meet the formal requirements set out above, you will be assessed in view of selection for interview on the basis of the following criteria:

* Your academic and professional qualifications and their relevance to the tasks listed in section 1 “THE JOB” above;

The following will be considered as assets:

* Experience of Community law, in particular in relation to chemicals legislation and analogous legislation[2],or experience of judicial or regulatory appeal procedures;

* Post-graduate degree in Community law;

* Professional experience or training related to the tasks listed in section 1 “THE JOB” above; the range of fields covered; the type and level of work done;

* Experience of working or studying abroad and/​or in an international/​multicultural environment;

* Fluency in one or more of the following languages: Bulgarian, Czech, Danish, Estonian, Greek, Hungarian, Italian, Irish, Latvian, Lithuanian, Maltese, Polish, Portuguese, Slovak, Swedish, Norwegian and Icelandic.​

4.​ INTERVIEW

If selected for interview, you will be assessed on the basis of the following criteria:

a) Knowledge in one of the following topics:

* Knowledge of legal aspects of REACH, and of related EU chemical, environment and product legislation;

Or

* Knowledge of court and appeal procedures at EU or international level;

b) Knowledge/​ability in the following topics

* Knowledge of Community law relevant to the tasks listed in section 1;

* Knowledge of the institutional framework and functioning of EU institutions (in particular agencies);

* Understanding of REACH and the work of the European Chemicals Agency;

* Interpersonal and negotiation skills;

* Ability to communicate effectively on complex legal matters;

* Ability to communicate clearly in written and spoken English;

* Aptitude for working in a multidisciplinary, multicultural and multilingual environment.​

Applicants may be asked to write a short text in English (or another language where appropriate) on a subject chosen by the Selection Board to demonstrate their writing skills and their ability to perform legal tasks in that language.​

5.​ PLACEMENT ON THE RESERVE LIST

The candidates who are judged to be the most suitable on the basis of the criteria listed in both 3 and 4 above will be placed on the reserve list.​ The reserve list will be valid for two years from the date of its adoption.​ It may be extended for a further period of one year at the decision of the Executive Director.​ Placement on the reserve list does not guarantee employment in ECHA.​ Successful candidates may be offered a post in ECHA according to their qualifications, experience and expertise in relation to the specific requirements of the post.​
