This post is related to a project and initial appointment will be for 1 year. Any extension will be subject to availability of funding. Staff members are subject to the authority of the Secretary-General and to assignment by him/her. Responsibilities
This position is located in the Europe and West/Central Asia Unit (EWCAU) of the Technical Cooperation Section II (TCSII), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), Vienna, Austria. The Project Coordinator works under the direct supervision of the Chief of TCSII and the overall supervision of the Deputy Director of the Division for Operations. Within delegated authority, and in line with provisions contained in the project document, the Project Coordinator is responsible for the following tasks: -Manages the implementation of the Paris Pact Initiative project, an international partnership of more than 50 countries and international organizations aimed at countering Afghan opiates trafficking and consumption; -Plans, organizes, coordinates and carries out project activities in close coordination with relevant Government authorities, international and regional organizations, as well as relevant UNODC field offices in Europe, Central Asia and UNODC Divisions in Vienna; -Plans, coordinates, facilitates and organizes Paris Pact expert round table and policy-making meetings, as well as other formal and informal sessions with partners; drafts invitations, develops the agenda, proposes the inclusion of agenda topics, identifies participants and speakers, prepares background documentation, guidance notes as well as presentations, acts as resource person and/or moderator in workshops, seminars and meetings where required, prepares meeting reports and correspondence with relevant national counterparts; -Drives continuous, rigorous and effective monitoring and follow-up of progress regarding expert recommendations, facilitating resolution of issues and informing UNODC senior management regularly of progress; -Develops the project budget, coordinates and monitors the expenditures and utilization of project funds, including the budget segments of relevant Field Offices; prepares costed work plans for project implementation; -Monitors timely implementation of the project; identifies potential problems and initiates corrective actions; liaises with relevant parties; ensures completion of actions; -Supervises and orients the efforts and contributions of the project personnel based in Vienna, as well as the National Strategic Analysts based in UNODC offices in Afghanistan, Central Asia, Islamic Republic of Iran, Pakistan and the Russian Federation; -Contributes to fund-raising in relation to the counter narcotics projects and programmes in Europe, West and Central Asia by developing fund-raising strategic documents for the region, preparing relevant documentation and materials, and participating in donor meetings; -Plans, coordinates and controls the ongoing development of the Automated Donor Assistance Mechanism (ADAM) in cooperation with key partnering countries and organisations; promotes the use of ADAM to external partners and coordinates the provision of support, training and guidance to partners when and where required; -Drafts, when advisable and in coordination with UNODC Divisions/Sections/Units/Field offices and partners, programme and project documents related to the development of the Paris Pact initiative in all its components; -Participates in the recruitment of project personnel, as well as personnel for the Unit/ Section/Division; -Attends policy-making and expert-group meetings to monitor, analyze and advise on Paris Pact progress, related events and discussions; -Organizes and coordinates the preparation of drafts and consolidated reports on the Paris Pact Initiative to the Commission of Narcotics Drugs, General Assembly and/or any other legislative and technical bodies; participates and contributes to the substantive servicing of the Commission of Narcotics Drugs and any other relevant meeting; -Prepares and coordinates the provision of written reports, working papers and all project documentation, including project progress reports and periodic formal and informal briefings notes to UNODC Management and Paris Pact partners; carries out general and administrative arrangements for the project, including preparation of funding requests and briefs, etc.; -Maintains close liaison and provides frequent briefs on the status and progress of the Paris Pact Initiative to partners and relevant UNODC personnel and units; -Monitors and keeps abreast of relevant social, economic, political factors and trends in partnering countries relevant but not limited to counter narcotics.

QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in management, international cooperation, law or other related fields. A first-level university degree in a relevant field in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible work experience and demonstrated international experience in the field of counter narcotics or related fields; Living/working experience in West or Central Asia, CIS or other European countries.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent knowledge of English, including excellent drafting ability in that language and oral presentation skills are required. Knowledge of other UN official languages is an advantage.
Other Skills
Knowledge of Afghan Opium Strategies and proven cross-cultural and gender sensitivity. Good interpersonal and communication skills, as well as managerial and diplomatic abilities. Strong proven drafting skills in programme/project development required. Experience with IT applications and databases is desirable.
